Results of 2008 Rezoning 

The 2008 Comprehensive Zoning Map Process (CZMP) concluded with the adoption of new maps by the Baltimore County Council on August 26, 2008.  This page identifies the CZMP issues, the final position of the Perry Hall Improvement Association on each issue, and how the County Council voted.  For a description of the zoning classifications, visit this Web Site

Fifth County Council District (Councilman Vincent J. Gardina)

Issue 5-002: William J. Schafer proposed changing 1.5 acres of land at the southwest corner of Belair Road and Walter Avenue from DR 3.5 to BL. This is the current location of the Perry Hall public library.  PHIA Position:  Recommend BL zoning with a covenant agreement that restricts uses and sets landscaping, parking, architectural, and lighting standards.  Adopted by County Council: Change to BLR.

Issue 5-007: Fino Jewelers proposed changing 0.5 acres of land 200 feet west of Belair Road and 160 feet south of Kahlston Road from DR 3.5 to BL AS.  PHIA Position:  Recommend DR 3.5, or BL with a covenant agreement that restricts uses and sets landscaping, parking, architectural, and lighting standards.  Adopted by County Council:  Change to BL.

Issue 5-008: Dennis Davies proposed changing 0.5 acres of land on the east side of Philadelphia Road, 430 feet south of Catron Road, from DR 3.5 to ROA.  PHIA Position:  Do not oppose.  Adopted by County Council: Change from DR 3.5 to ROA.

Issue 5-009: Carol L. Berg proposed changing 0.7 acres of land on the south side of East Joppa Road, 250 feet east of Hines Road, from O3 to BL.  PHIA Position:  Strongly oppose. Recommend DR 3.5 zoning.  Adopted by County Council: Retain at O3.

Issue 5-010: John E. Berg proposed changing 6.1 acres of land on the south side of East Joppa Road, across from Hines Road, from O3 to BL.  PHIA Position: Strongly oppose. Recommend DR 3.5 zoning.  Adopted by County Council: Retain at O3.

Issue 5-011: Robert C. Kraft proposed changing 2.0 acres of land at the southwest corner of Forge Road and Honeygo Boulevard from DR 3.5H to BLR.  PHIA Position: Strongly oppose.  Adopted by County Council: Retain at DR 3.5H.

Issue 5-014: Rosedale Federal Savings and Loan proposed changing 1.0 acre of land on the east side of Baker Lane, 265 feet north of Belair Road, from DR 5.5 and RO to BL.  PHIA Position:  Recommend BL zoning, with a covenant agreement that restricts uses and sets landscaping and architectural standards.  Adopted by County Council: Change to BL.

Issue 5-015: Brian C. Furletti proposed changing 0.2 acres of land on the east side of Belair Road, 75 feet north of Minte Drive, from RO to BL.  PHIA Position:  Recommend BL zoning, with a covenant agreement that restricts uses and sets landscaping and other standards.  Adopted by County Council: Change to BL.

Issue 5-017: Edward S. Mazzetta proposed changing 2.7 acres of land on the east side of Belair Road, 757 feet north of Silver Spring Road, from CB and DR 5.5 to BL.  PHIA Position:  Do not oppose, as long as a covenant agreement is adopted that restricts uses and sets landscaping and architectural standards.  Adopted by County Council: Retain at CB and DR 5.5.

Issue 5-019: Vincent A. Piscopo proposed changing 1.1 acres of land on the east side of Belair Road, 215 feet north of Darnall Road, from DR 3.5, DR 5.5, and ROA to BL. PHIA Position:  Recommend ROA zoning, as long as a covenant agreement is adopted that restricts uses and sets landscaping and architectural standards.  Adopted by County Council: Change to RO.

Issue 5-025: Carmen Labruto proposed changing 1.4 acres of land on the east side of Belair Road across from Walter Avenue from DR 3.5, DR 5.5, and ROA to RO.  PHIA Position:  Recommend ROA zoning, as long as a covenant agreement is adopted that restricts uses and sets landscaping and architectural standards.  Adopted by County Council: Change to RO and DR 5.5.

Issue 5-026: St. Michael Lutheran Church proposed changing 0.6 acres of land on the west side of Belair Road, 40 feet north of Horn Avenue, from DR 5.5 to RO.  PHIA Position:  Do not oppose.  Adopted by County Council: Change to RO.

Issue 5-028: Lane Nine Properties, LLC proposed changing 0.5 acres of land on the east side of Kerries Court, 325 feet north of Forge Road, from DR 1H to DR 3.5H. The owner or petitioner is identified as Lane Nine Properties, LLC.  PHIA Position:  Oppose.  Adopted by County Council: Change to DR 3.5H.

Issue 5-031: The Perry Hall Improvement Association proposed changing 35.6 acres of land at the northwest corner of Philadelphia and New Forge Roads from BL, BL AS, BM, BM AS, DR 1, and DR 3.5 to BL, BL AS, DR 1, and DR 3.5.  PHIA Position:  Strongly support, with the exception of the property at 5611 Allender Road.   Adopted by County Council:  Change portion to BL AS.

Issue 5-032: Anna K. Kahl proposed changing 1.3 acres of land on the west side of Belair Road, 265 feet north of Blakely Avenue, from BL and RO to BL.  PHIA Position:  Strongly oppose. Recommend changing acreage behind business to DR 3.5.  Adopted by County Council: Change to BL.

Issue 5-033: The Perry Hall Improvement Association proposed changing 0.3 acres of land on the north side of Cliffvale Road, 140 feet west of Belair Road, from BR to BL AS.  PHIA Position:  Strongly support as BL.  Adopted by County Council: Change to BM.

Issue 5-038: Claudia L. Brookes proposed changing 6.7 acres of land on the north side of East Joppa Road 325 feet east of Interstate-95 from DR 2 H to DR 3.5 H. PHIA  Position:  Oppose. Adopted by County Council: Retain at DR 2H.

Issue 5-039: James Keelty & Company, Inc., proposed changing 3.5 acres of land at the southwest corner of Philadelphia Road and Cowenton Avenue, from DR 10.5 to BL. PHIA Position:  Oppose.   Adopted by County Council:  Change to BL.

Issue 5-042: Baltimore County Planning Board member Dennis Hoover proposed changing 9.0 acres of land at the corner of Belair and Forge Roads and the future extension of Honeygo Boulevard from a blend of BL, BLR, CR, and DR 3.5H to BL.  PHIA Position:  Strongly oppose.   Adopted by County Council: Change to BL and BLR.

Issue 5-045: The Baltimore County Office of Planning proposed changing 0.2 acres of land on the south side of East Joppa Road across from Hines Road from O3 to O3. PHIA Position:  Recommend DR 3.5 zoning (see Issues 5-009 and 5-010).  Adopted by County Council: Retain at O3.

Issue 5-048: The Baltimore County Office of Planning proposed changing 0.1 acres of land on the west side of Belair Road, 265 feet north of Blakely Avenue from RO to RO. PHIA Position:  Recommend DR 3.5 zoning (see Issues 5-009 and 5-010).  Adopted by County Council: Change to BL.

Issue 5-052: The Baltimore County Council proposed changing 0.4 acres of land on the north side of East Joppa Road, 115 feet west of New Gerst Road from DR 3.5H to ROA. PHIA Position:  Oppose.  Adopted by County Council: Change to RO.

Issue 5-053: The Baltimore County Council proposed changing 0.4 acres of land on the east side of Belair Road, 215 feet northeast of Pinedale Drive., from ROA to ROA. PHIA Position:  Recommend ROA zoning (see Issue 5-019).  Adopted by County Council: Change to RO.

Issue 5-056: The Baltimore County Council proposed changing 0.4 acres of land on the west side of Juliet Lane, 200 feet east of Belair Road from DR 16 to ROA.  PHIA Position:  Oppose.  Adopted by County Council: Change to ROA.

Issue 5-057: The Baltimore County Council proposed changing 0.5 acres of land on the northern corner of Cliffvale Road and Belair Road from BL to BL AS.  PHIA Position:  Strongly support as BL (see Issue 5-033).  Adopted by County Council: Change to BL.

Sixth County Council District (Councilman Joseph Bartenfelder)

Issue 6-017: Jo Ann Lancaster proposed changing 1.4 acres of land at the northeast corner of Belair Road and Necker Avenue from ROA and DR 5.5 to BR.  PHIA Position: Strongly oppose.  Adopted by County Council: Change to RO.

Issue 6-048: Vernon M. Frost proposed changing 0.3 acres of land on the east side of Belair Road 275 feet north of Necker Avenue from DR 5.5 and ROA to BR. PHIA Position: Strongly oppose.  Adopted by County Council: Change to RO.
