Joining and Getting Involved

There are several ways to get involved in the Perry Hall community.PHIA volunteers clean up Honeygo Boulevard as part of the "Adopt-a-Road" program.

You can join the Perry Hall Improvement Association (PHIA).  Any individual, family, business, or civic organization whose address is located in Perry Hall may join the Perry Hall Improvement Association. Perry Hall includes that region of northeastern Baltimore County bordered by the Great Gunpowder Falls on the north, Pulaski Highway on the east, White Marsh Run on the south, and the Baltimore Gas & Electric power lines at Putty Hill on the west.

Dues are as follows: 

Homeowners associations may join for a single year.  The cost is $6 per household.  The homeowners association should provide a list of all households with names, addresses, and email addresses (if applicable).

The term “household” refers to two or more adults living in the same home who can provide proof of residency. 

To join (or renew membership in) the Perry Hall Improvement Association, send a check payable to the PHIA to P.O. Box 63, Perry Hall, MD 21128.  Include your e-mail address if applicable.  Membership cards are mailed out with each quarterly newsletter.

Another way to get involved is to volunteer for a PHIA committee.  There are also several committees that need volunteers.  Please contact the appropriate committee chair if you are interested in serving.

The Education Committee works to improve Perry Hall’s public schools.  This committee serves as a liaison to the Board of Education’s Northeast Area Educational Advisory Council and to local PTAs and principals.  Committee Chair: Kathy Martin

The Environmental Affairs Committee works to beautify the Perry Hall community, and to protect Perry Hall’s natural environment.  This committee carries out the Adopt-a-Road program along Honeygo Boulevard.  Committee Chair: Diane Brazil.

The History Committee works to improve awareness of Perry Hall's heritage and preserve historically-important properties.  Committee Chair:  Elmer Klein.

The Membership and Outreach Committee works to build the Perry Hall Improvement Association’s membership, and to cultivate relationships with homeowners associations and other community organizations.  Committee Chair: Ann Palrang

The Parks, Recreation, and Community Programs Committee works to improve Perry Hall’s public library, senior center, and park system.  This committee serves as a liaison to the Friends of the Perry Hall Library, to the Seven Oaks Senior Center, and to the Perry Hall and White Marsh Recreation Councils.  This committee also coordinates community functions such as the Memorial Day Ceremony, the Perry Hall Halloween Parade, and the Christmas Tree Ceremony. The Planning and Zoning Committee monitors all zoning and development activity in Perry Hall, including code enforcement issues.  Committee Chair: Debra Beaty.

The Public Safety Committee serves as a liaison to the Baltimore County Police Department and its community council, and to the Baltimore County Fire Department and the White Marsh Volunteer Company.  Committee Chair: Christopher Defeo
